The Police have just released their
latest Neighbour Update for Old Windsor and you can read it
here.
A short message from our new PCSO, John Devlin.
Residents of
Old Windsor, I would just like to introduce myself as the new
Police Community Support Officer(PCSO) for this neighbourhood.
My background with Thames Valley Police is that I have worked
with various Neighbourhood teams, from Binfield, Warfield and
Winkfield to Inner Windsor and now Old Windsor. I have served
for 3 years and have enjoyed my experiences and daily challenges
in all the areas I have been posted to.
I will actively
focus on the priorities that have been set through the Community
Consultation and Neighbourhood Action Group meetings but I also
urge you to keep in close communication with any of the listed
Neighbourhood Police Officers, the Neighbourhood Watch personnel
or Parish Council Officers if you have any issues that you need
us to address. These can then get looked into and if I need to
alter my duties to meet those requirements then I will do so.
I look forward
to meeting the community whilst out and about and remain
conscientious in making your neighbourhood an even better and
safer place to live in.

New Scams
We are
still getting loads of calls from security companies - our
receptionist at the Ascot Police Station front counter has just
received one. When she pointed out she worked for the police, they
hung up immediately. Please be extremely careful not to pass any
personal details to anyone over the phone. If you are concerned
about your security, the first people to speak to, are your
Neighbourhood Team. All our PCSOs are trained to do House Security
Surveys and give you whatever advice you need. We - TVP cannot
endorse named security installers. What we would recommend, is that
you employ a local security company that have a reputation to
uphold. If you are of pensionable age, you have automatic access to
Julie Howard's 'List of Trustworthy Tradesmen'. Julie, works for
Repair With Care. Her list covers every service you might need,
from gardeners, tarmacers, roofers, plumbers decorators and
electricians. Her number is 01628 545000.

Double
Glazing. We have had a call from someone in Millie Road, Waltham St
Lawrence. They had recently had their windows double glazed. A man
called purporting to be from the company, to say if they agreed a
deal for cash, he would give them a large discount on the total
cost. They were suspicious and said they wanted to think about it
and immediately phoned the company, who said the man was nothing to
do with them. Please remain alert. If a deal sounds too good to be
true - it is !

Paintings
door to door. We have had 2 calls from people who have been
approached by a young woman selling paintings door to door -
Cotswold Close, Oldfield and Bedford Close, Cox Green. One caller
described the woman as Israeli, the other as Dutch, so there may
well be more than one. To do this she / they would need a 'Pedlar's
Certificate' issued from a Police Station in the area, in which she
lives. We would really like to have her details, to make sure she
has complied with the law. Generally the paintings come from the
Far East and are easily purchased on Ebay for a fraction of the cost
she / they, are asking.

Dodgy
Builders - these are not legitimate builders, who may do a shoddy
job, but men who say they have carried out work, but in fact have
done nothing. Please keep your eyes open for builders vans suddenly
appearing outside elderly neighbours houses and again - have a word
with your Neighbourhood Team, who can drive past discretely, to make
sure all is in order.

What is a
'boiler room'?
Any
company offering to sell you shares, or buy your shares without
authorisation from the FSA may be committing a criminal offence.
These companies are commonly known as boiler rooms and they target
people who currently hold shares, or have held shares in the past.
They
usually operate by convincing people that they have an amazing
'investment opportunity', but end up selling them worthless or non
existent shares. They usually claim to be a UK company, operating
from a UK address, with a UK phone number. However most boiler rooms
are based overseas, have bogus UK addresses and phone lines that are
routed abroad. Anyone dealing with these companies could lose a lot

Locking
up your houses. A Shift Sergeant has just been to see me, having
returned from visiting an attempted burglary. The owners had heard
some thumps at their front door, which had not been double locked.
It was held by the door chain and they did not get in. At night,
houses should be secured properly. Mortise locks should be double
locked. If you have a UPVC door, it is not sufficient to simply
lift the lever. The deadbolts need to be engaged, by double locking
the door with a key. By doing this, with both wooden and UPVC
doors, no one can get in using the letterbox method and it makes it
much more difficult to force the door with a shoulder.

Scams
Generally. I get loads of calls and emails about all sorts of
threatening scams, particularly against women. A piece of paper on
the rear windscreen is a very common one. These are almost
certainly just a scary scam. It is a very cheap way of keeping a
population in a state of tension and fear, without actually doing
anything at all. It just keeps the fear factor bubbling away under
the surface. If you get emails of this nature - simply bin them.
People receive them and send them to everyone they know, so they
circulate very quickly. They go around the world and return about
every 18 months. As a Ringmaster recipient - you know everything
that is going on. There are plenty of scambuster websites you can
check online, before sending something onto your friends to worry
them.

We have
had a few reports of a male either turning up at peoples doors or
cold calling on the telephone stating he is from the television
licensing agency and wants to check television licenses.
The
Licensing agency confirmed that they do have officers nationwide who
are employed to visit selected addresses who do not have a licence.
But these officers have no right of entry (without a search warrant)
and always carry full identification.
Officers
checking licenses will only call on householders who do not have a
current television license and have not held one for a length of
time. Once a person reaches 75 years and becomes eligible for a free
license very very occasionally an inspection call will be made to
verify the age of the recipient. In this instance all other methods
of checking this information will have been exhausted and the
householder will have received many letters informing them of this
and the impending visit.
If you
are contacted by someone stating they are from the television
licensing agency but are unsure if they are genuine (especially if
you hold a valid licence) then you can check the validity and
identity of doorstep callers from the television licensing agency by
calling 0844 800 6747. This is a call centre number which is open
0800-2100hrs. When calling, the householders will need to know the
officers name or their unique identification number which is four
digits long.

We are hearing
loads of reports about scams, which proliferate at this time of
year. If someone forwards you an email, or you hear about a mobile
phone scam - press this and that on the phone and it hands over your
phone minutes, or the call back is at premium rate etc. etc. Ignore
99%. Most are just circulated to with the sole intention of keeping
us in a state of heightened fear, apprehension and tension. To make
us feel we are continuously 'at risk'. Simple common sense is
generally all you need to identify a scam. If you have not entered
the European Lottery - you cannot win it ! If you are not expecting
a parcel - a message on your mobile phone to phone back and arrange
collection does not make much sense - AND - how did the Post Office
get your mobile number ? It would be a wonderful improvement in
their service - I usually get a note put through my letterbox. As I
say 99% are simply scams to be binned. If you have email simply go
online and search against Scams - the number of sights tells you how
big this problem is.

In Old Windsor we often
complain about a lack of Police Officers. There are several reasons
for this but there is one that we can do something about that will
increase our chances of getting more Police coverage and that is the
reporting of crime.
Many crimes are committed in
Old Windsor and not reported so we are seen to be a low crime area
which in turn means we do not need so many Police Officers. If you
see a crime then please report it. If it is actually happening and
it needs urgent attention then you need to dial 999 and if
you are reporting a crime that has already happened or is not urgent
then you need to dial 0845 8 505 505. Whichever number you
call please make sure that you get a Unique Reference Number (URN)
as this ensures that the crime is recorded and used in any future
crime table showing that we do have crime in Old Windsor. The more
crime reported then the more Police you are likely to see.
If you see a crime committed
and you do not report it then it is no good complaining about the
lack of Police in the village.

We
have now had the villagers priorities revealed for the Police in the
next year and you can read about them on the Old Windsor
Neighbourhood Action Group page. In joint first place was Anti
Social Driving and this is something you can do something about very
easily.
Section 59 relates to
vehicles used in a manner which causes alarm, distress or
annoyance. If any car is reported to the police as contravening
this section - by any resident - the police can issue a warning
notice. The warning notice is recorded under the car
registration number on the Police national Computer - PNC. The
second time any report is received from a member of the public,
the police have the power to seize that vehicle under Section 60
!So again we all
have the chance to make a difference. If you see a vehicle being
driven in a manner that causes alarm, distress or annoyance then
take down the registration number and pass it on to the Police.
Once a few of these cars get taken off the road then the others
will have to start behaving if they want to keep theirs !

Anti Social Behaviour
Is defined as: “Acting in a
manner that causes, or is likely to cause Harassment, Alarm, or
Distress to one or more persons, not of the same household”
Crime and Disorder Act 1998
ASB is not governed by the
Criminal Law, but is a civil action and quite different court
and legal principles apply:
IF YOU REPORT ANY ASB, YOUR
NAME CAN BE WITHELD IN FUTURE PROCEEDINGS. YOU REMAIN
ANONYMOUS AFTER TALKING TO THE POLICE.
Don’t suffer it – report it. We will even proceed, on an
anonymous call made to the Police, or the Local Authority - your
call could therefore make the big difference to your community
ANTI SOCIAL USE OF VEHICLES
Where a motor vehicle is used on any occasion in a manner which:
A) – Contravenes sections 3 or 34 of the Road Traffic Act
1988(c.52) (Careless and inconsiderate driving & prohibition of
off road driving)
AND
B) Is causing, or is likely to cause alarm, distress, or
annoyance to members of the public
REPORT IT TO THE
POLICE IMMEDIATELY, INCLUDING AS MUCH DETAIL AS POSSIBLE ABOUT
THE VEHICLE (ITS INDEX NUMBER ETC.) AND A DESCRIPTION OF
THE DRIVER / RIDER
This will allow a warning under section 59 of the Police and
Reform act 2002 to be issued.
This warning is attached to Police records (on the Police
National Computer PNC) against the Driver (who may not
necessarily be the owner) AND the Vehicle
being used.
The warning lasts for 12 months from its date of issue, anywhere
in the UK.
IF A VEHICLE OR
PERSON IS REGISTERED ON PNC, CONTINUES TO ACT IN A MANNER
CONSIDERED TO BE ASB AND THE BEHAVIOUR IS REPORTED TO THE POLICE
AGAIN…..
The Police can SEIZE the vehicle under Section 60 of the
Police and Reform act 2002.
The vehicle can be removed immediately, or as soon as
practicable, after the occurrence of the ASB.
The vehicle is impounded and it costs the owner (who may
not have been the driver) in excess of £100 for its return.
The vehicle can be seized an unlimited amount of times, whilst
the Section59 Warning is in place.
Scooters, Cars, Scramblers, Mopeds etc… All Subject to
Section 59 & 60…………

OR THIRD CALL, WHICH INVOKES S. 60 !

I thought I would drop you a
line to update you on how things have gone since I arrived four
months ago and take the opportunity to sing the praises of
Community Messaging and Neighbourhood Watch.
Crime is down. For example,
it's a bad day now if we see more than a few burglaries across
the whole of the Royal Borough. Everyone has played their part
in this. The intelligence coming in from local residents, PCSOs
and neighbourhood officers is getting better and better. I have
a team of detectives who research that intelligence to work out
who is at it. That way, officers know who to stop and search
and we know which doors to put in. All the evidence is that
this approach of targeting the tiny minority who commit the
majority of crime is starting to pay dividends.
But it is no time for
complacency. Crime is pretty rare here - certainly much more so
than the London boroughs I worked in before. However, we need
to keep the pressure on the criminals and make life difficult
for them. They are cowards and don't go out to set themselves a
challenge - they prefer the easy pickings. The more secure your
property is, the bolder they have to be get in and the bolder
they are the more likely they are to a make mistake. For
example, the more likely they are to be seen, heard or leave
their fingerprints. Please keep that information coming in
too. What might seem like a worthless bit of information on
its own could be the clue we need. So please tell us what's
going on! It's your information and evidence that we rely on to
keep you safe.
I cannot speak highly enough
of Community Messaging and Neighbourhood watch and am keen to
see their membership continue to grow and develop.

Recent Crimes in Old Windsor
20/3 4 - 10.30 P.M. Burfield Road. Burglary through open window -
sewing box stolen. Alarm not activated as only reached in. Box
later recovered from the roof.
20/3 -
21/3 Ousely Road. Burglary through forced rear first floor window
- the thieves had brought a ladder with them - or did they steal it
from a house nearby ? Unknown if anything stolen.
12/3 -
1.45 p.m. Old Church Road. Distraction Burglary. Man came to the
door saying he had lost his puppy and asked the owner to help him
look for it. Owner went to look in the back garden. Came back in
when the man said it was all OK he had found the dog and left.
Later the owner found cash missing from her purse.
11/3 -
12/3 Ashbrook Road. Burglary by unknown means - possibly letterbox
- handbag and contents stolen. Handbag found discarded in the
street.

12/3 Mills Spur X 2. Burglary by unknown means - possibly
letterbox - keys handbag & wallet stolen. All later recovered.
Insecure car entered - car searched - nothing stolen.

12/3 Mills Spur. Burglary - few details at them moment other than
car keys stolen - but not the car.

12/3 Ashbrook Road. Again few details yet, other than handbag and
wallet stolen. The handbag has been recovered discarded in the
road. At the start up meeting in Beaumont Road, residents were
surprised when I explained a burglar pulls everything out of kitchen
cabinets looking for the fake baked bean tins, or money stored in
pots. This time the thief found the wallet which had been hidden in
the cabinets - you have been warned !!

6/3 Queen's Close. Shed break - fishing gear stolen.
26/2 -
3/3 Day centre Straight Road. Perspex bike cover damaged.
26/2 8 -
11 p.m. Robin Willis Way X 2. Garages tagged with graffiti.
11/2 Daytime. Albany Road. Owner had a small fire and left
certain items outside the house which have been stolen. A neighbour
also reports a Fridge Freezer left outside has also been stolen. If
you see a scrap metal flatbed driving around - the police need to be
informed - 0845 8 505 505.

11/2 Straight Road. Side gate forced open - no burglary.
9/2 4 -
9.30 p.m. Burfield Road. Van stolen from outside house - it has
been found burnt out in Barley Mow Row, Engelfield Green.
5/2 - 8/2 Ashbrook Road.
Thieves have cut the catalytic converter from an exhaust system.
This is the first one of these for at least 18 months.
28/1 - 29/1 The Avenue. Van
sliding door lock forced - tools stolen.
17/1 -
18/1 Church Road X 2. 2 cars on a driveway broken into - both
badly damaged.

4.20 a.m. Ashbrook Road. Burglary using the letterbox method -
owner heard a noise and went to investigate. They saw a torch
flashing and as the thief realised he had been disturbed, he made
off immediately through the rear patio doors. Large amount of cash
stolen.

Cornwell Road. Burglary by unknown means - car keys stolen. A
purse which was stolen was found in Englefield Green.

11/1 Mills Spur. Index plates stolen. Toyota Ipsom.
6/1 5.15
p.m. Ouseley Road. Owner was in bed but heard noises outside. A
thief tried to force a window. When that was unsuccessful they
looked through the letterbox and tried to kick in the front door.
The owner shouted and the thief immediately made off. In any
circumstance like this, turn on lights / radio and make a lot of
noise - pretend to be speaking to the police on the phone - if you
are not already doing so !! Shout to someone to release the wild
vicious Alsatian ! DO NOT sit quietly in the dark hoping they will
go away. That will give them the impression the house is unoccupied
and they will continue to try and break in. A thief will never
stay, if you have disturbed them !

Theft
of Mobile Phones
The 'NMPR
database' is a database of stolen phones recorded by
the phones IMEI number.
This is an
opportunity, for all police officers to check the
database, when someone is 'stopchecked' or comes
into custody and their property is booked in.
NW Administrators
can give advice to the public about registering
their phone with the system and registration is
free.
What is your
IMEI number and where do you find it ? The IMEI
number is the serial number which identifies
your phone and it is registered to you when you
purchase a phone. It is a unique number and is
vital for the police to have, if your phone is
stolen. To obtain your IMEI number punch the
following combination into your mobile:

Write the
IMEI somewhere safe. If your phone is stolen,
please phone the police immediately with this
number, as well as the following single
telephone number to report its loss to your
service provider - 0870 123 123

Theft of Property
Immobilise.Com is a website operated by the Home
Office free of charge. We always recommend
standard visual property marking to deter
thieves from stealing your belongings in the
first place.
If they have
been stolen, Immobilise.com, the registration
part of the software, will help us to recover
stolen items and more importantly provide on the
spot evidence to secure convictions.
Please go on line, create an account and
register all your belongings. If an item of
value does not have a serial number - a painting
for example, you create a desription and
number.
The police
have secure passworded access to the site and
can check on the spot, even when out in the
street (they all have blackberry's now), if the
mobile phone found on an suspected offender, or
found in a house search, is recorded as
belonging to you !
This is so
simple, it is something we must all do to assist
the police, to catch thieves, as well as protect
our property.
